ENDGAME IN GENEVA
ISRAEL AND THE NUCLEAR TEST BAN TREATY
This book presents the story of the Comprehensive Nuclear Test Ban Treaty (CTBT) negotiations in Geneva, 1994-1996, from the Israeli perspective. The author analyzes the evolution and rationale of the Israeli position during the two-and-a-half years of negotiations, until their successful conclusion. This was Israel’s first time taking part in multilateral negotiations on a sensitive nuclear issue. Israel sought a robust verification regime of such a treaty, mainly On Site Inspections (OSI), which remain key today to the CTBT’s credibility and deterrence capabilities.
“The importance of Dr. Lederman’s account exceeds the CTBT context, as it sheds some rare light on the inner workings of the Israeli government when a nuclear arms control treaty is at stake.”
Dr. Ariel E. Levite, Former Principal Deputy Director-General,
Israel Atomic Energy Commission
“Allow me to also commend your role… which has definitely advanced the interests of Israel…”
Mr. Tibor Toth, Former Executive Secretary of the CTBTO in Vienna
“This book tells for the first time the story of the CTBT negotiations in Geneva, 1994-1996, from the Israeli perspective… I see no better informed and knowledgeable expert to bring up Israel’s side of this story than Dr. Lederman.”
